Emilia has been working in international development co-operation for nearly 30 years. She has worked as an executive officer for national and international institutions, including the European Commission, the Government of Cape Verde, the Swiss Development Cooperation/Ministry of Foreign Affairs, the Office of High Commissioner for Human Rights and international NGOs. Emilia has also worked as a consultant for several international agencies such as FAO, UNESCO, World Bank, GFATM and USAID.
Emilia has robust experience in advising on national policies, strategic planning and program management. She has solid background in programme cycle management, including design, monitoring and evaluation. Emilia is a seasoned trainer and trainer of trainers. She has good knowledge of the EC institutional culture, programming requirements and administrative procedures, as well as broad experience with the UN system (UNDP, UNHCHR, UNICEF, UNFPA, UNAIDS, WFP, WHO, ILO).
